Perhaps the most important result of the events on the Turkish night 15-16 July, can be call the end of an era of coexistence of parallel worlds in the face of democratic institutions and informal closed communities, which were in the public system, influencing the political decisions taken by the first persons of the state.
The Turkish President Recep Tayip Erdogan characterized the failed coup as an ending the era of co-existence the parallel states. The main component of the parallel structures has traditionally performed the Turkish army, which according to the constitution was out of politics, but actually determined the course of the political life of Turkey. This privilege was given to the army during the Ottoman conquest and retained its purpose during the formation of the Turkish Republic, when led by the founder of the Turkish Republic Kamal Ataturk the Army first established a republic, and then performed the eternal mission of the protection of the Constitution.
In 60-90 years the army four times took on a mission of preventing slipping to the political uncontrolled situation by the its military rather than political means, that in the short term have a positive effect, but in general hampered the formation of a political culture that can solve problems by constitutional means. The army had its own opinion on the situation in the country and in the world, and thus imposed its own vision of a civilian government on various issues of internal and foreign policy.
Erdogan came to power on a wave of deep political and economic crisis, the degradation of the political parties, and the threat of another military coup. By using religious slogans on the building up of all for all, he conducted impressive economic reforms, and won the support of society and even of the armed forces. Subsequently, the results of these enabled him in 2013 to win the confrontation with military representatives of other power structures of the ultranationalist illegal organization "Ergenekon". It was not a final victory that resulted only in certain weakening the influence of the army on the policy, and caused a split in it. The current inconsequent and unconfident actions by the putsch makers showed the termination of its existence as a kind of military-political monolith. This is a serious indicator of the reforming the political system in Turkey after Erdogan’s coming to power.
The failed putsch will allow Erdogan to hold a large-scale reform in the army, and completely reform it in the Institute of protection from external threats, as required by the rules of conduct of the civilized world. Parallel to this, Erdogan will have to strengthen democratic institutions, including the civilian component. It is a fact that the main role in the turn of the situations on 16 July played, who for the first time in the history of coups went to the streets to defend democracy, by the way, at the call of the same Erdogan.
Thus, events and processes have shown that society is ripe for democracy and is ready to defend it. Erdogan with all his semi-authoritarian inclinations have to reckon with this phenomenon. Paradoxically, the development of democracy becomes the primary guarantor of stability of the country and the stability of power, reform of the army and the Turkish political tradition.
The events have also shown that the saviors of democratic institutions in Turkey became the same media, social media, civic initiatives, freedom of action of which Erdogan periodically tried to limit. He has to reconsider the relations with them in the near future. This is phenomenon of the events on July 15-16.
